Deputy Council Youth Commissioner - Program Quality

The Greater Toronto Council Youth Network is seeking applications for Deputy Council Youth Commissioner (DCYC) of Program Quality.


We are committed to a program that meets the needs and aspirations of today’s youth. The Canadian Path is our path to success: ensuring that all four elements (Youth-Led, Plan-Do-Review, Adventure, and SPICES) come to life is our fundamental focus. Success will be marked by at least 80% of our Sections reviewing their programs at least three times annually using the self assessment contained in the Program Quality Standards.


Promote Council, Area, and Group program delivery that is: relevant, high quality, age appropriate, outdoors-oriented, creative, fun, safe and consistent with program standards.


  • Improve awareness and understanding of Canadian Path programs
  • Provide direct support to Groups and Areas to achieve quality program standard objectives
  • Work with DCC/DCYC - Volunteer Support to arrange workshops/training opportunities required
  • Actively promote Canadian Path Program
  • Share development of Canadian Path resources and materials as the information becomes available, liaise with DCC/DCYC Marketing and Communications
  • Communicate on a regular and timely basis with the Council Key Three; report all progress and difficulties encountered
  • Prepare articles for Council webpages and newsletters, submit to DCC Marketing and Communication for publishing
  • Promote and facilitate the use of the outdoors, and develop resources for Scouters, including the use of Outdoor education programs
  • Promote Council, National and World program event information
  • Liase with Council Event organizers for program events
  • Ensure compliance with Scouts Canada’s Policies, Procedures and Program Standards


  • Two or more years experience in Scouting
  • Completed Wood Badge I for the Canadian Path
  • Registered as a member of Scouts Canada
  • Knowledge and understanding of Scouts Canada’s Volunteer Support Strategy and volunteer development and training principles
  • Demonstrated leadership, management, problem solving and decision making skills
  • Demonstrated commitment to customer-oriented service delivery
  • Knowledge of Scouts Canada Strategic Plan and commitment to Canadian Path program
  • Expresses themselves in a clear and professional manner
  • Provides fair evaluations


  • CV detailing your current Scouting role and Group (if applicable), Scouting background (and other community involvement), awards and recognition and leadership roles in and out of Scouting
  • Cover letter that identifies the Council that you are applying for and details why you are interested in the position, your vision for Scouting and what you can contribute to the role
  • Name, telephone number and email address

Successful applicants will serve for a 1-year term, renewable up to 3 years.
